The foundation of Every State is Education of its youth. To overcome this Hai District Council like other Councils in the Country has a major role of providing quality education including Pre-primary, Primary and Post primary. The entire vision of Education department is to provide, promote and co-ordinate quality lifelong education, training and research for district sustainable development and responsible citizenly and it is Mission is to provide quality Education for all school aged children and ensure their completion of primary Education.
Hai District Council has 127 primary schools registered among them 105 are public primary schools and 22 are private primary schools and among of the private schools, one is for handicapped children known as St. Francis owned by Roman Catholic.

1.2 POST PRIMARY EDUCATION
The council is also involved in facilitating post primary Technical Schools. It has four schools attached in primary schools which are Nshara Ufundi, Mroma, Nkwawangya and Sere Ufundi Subjects offered in those Centers include Carpentry, Masonry, Metal work and Domestic Science. We have one Teachers Resource centers and six sub centers dealing with upgrading course for teachers. These centers are: Kibaoni, Mailisita, Mbweera, Machame, Kyuu and Sere.
1.3 ENROLMENT EXPANSION
Enrolment and access to primary education has been given priority by the Council prior Registration of children into Standard One in the District is high as indicated in the following table.

2.0 SCHOOLS FOR SPECIAL EDUCATION
Education for children with special needs i.e. disabled children is also given priority in the Council. Awareness Creation is still on going to ensure that parents and the entire community understand the importance of education for disabled children. Hai District Council has a stream of children with special needs in the following schools.
2.1 EDUCATION FOR OUT OF SCHOOL CHILDREN:
Efforts have been made by the Council to establish Complementary basic education (COBET) for out of school children and youth by identifying the pupils. Among of the initiatives taken to promote COBET are:
Deliberate attempt have been made to address the problem of shortage of Teachers and deploying others in order to bring balance among school and therefore to attain the National teacher pupil ratio to every school.
(i) Recruitment
Efforts have been made to ensure that teachers are recruited as allocated by the centre
(ii) Deployment
Rationalization of teachers was not done although there are imbalances created by transfers, deaths and retirement.
4.0 GENDER:
Gender perspectives in all walks of life are among other things that need to be emphasized in the community. The Council is aware of this and measures are taken to reduce gender imbalances in service provision and in development issues among measures which are being taken in the education sector include:
Creation of gender awareness in schools and communities through meetings and courses to reduce gender blindness.
Promoting gender parity in the registration of child into STD 1 and the ratio is 1:1 in enrolment.
Efforts are being made to create awareness on the importance of girls’ education.
5.0: ENVIRONMENT:
Environmental issues are also being taken care of in the implementation of our daily activities among steps taken include:-
Sensitization of the Community to instruct schools to plant at least two trees per each pupil in order to protect land from degradation and hence conserve the environment.
In the initial plans primary school head teachers have been urge to integrate subjects with environmental education in the school programs such as to have tree nurseries.
6.0 ACADEMIC IMPROVEMENTS
Increase in pass rates in PSLEE and STD IV exams, has been registered as a result of effective teaching and learning. Pass rate for PSLE has gone up from 74.68% in 2014 to 91.74% in the year 2015. The intended goal for this year 2016 for STD VII is 95% and the pass rate of STD IV has gone up from 98.03% in 2014 to 97.49 in the year 2015 aiming at 100% by the year 2016.
7:0. CONCLUSION:
Hai District Council is struggling to make sure its entire people have complete Education through various centers available, that is schools, colleges and other training institutions. It is also sensitive the Education Stakeholders, religions institutions in the district to use all education opportunities available in the area to invest for the benefit for the community.
Hadi kufikia Disemba 2018 Serikali imetoa kiasi cha shilingi 1,633,980,574.16 kwa ajili ya kugharamia elimu bila malipo katika wilaya ya Hai na kupelekea ongezeko la uandikishaji wanafunzi ngazi ya awali kutoka 3,843 mwaka 2015 hadi kufikia 4,127 mwaka 2018 na msingi kutoka 4,201 mwaka 2015 hadi kufikia 4,758 mwaka 2018 na katika kuendana na ongezeko la wanafunzi; uhamasishaji umefanywa na ofisi ya Mkuu wa Wilaya kwa kushirikiana na Mkurugenzi Mtendaji na kufanikiwa kujenga vyumba 35 vya madarasa, matundu 120 ya vyoo.
Serikali imeendelea kuboresha mazingira ya ufundishaji na ufuatiliaji wa shule ambapo kwa mwaka 2018 tulipokea jumla ya pikipiki 17 kwa ajili wa waratibu elimu kata 17 waliopo katika wilaya ya Hai na kufanikisha matokeo ya mwaka 2018 Wilaya ya Hai ilishika nafasi ya pili kimkoa na nafasi ya nane kitaifa.
